That is the central contradiction in today&#8217;s recruitment market. Overall hiring activity can slow while the experience needed for a particular programme remains scarce.<\/p>\n<p>The Office for National Statistics estimated 712,000 UK vacancies in April to June 2026, 2.5 per cent fewer than a year earlier. At the same time, the CIPD reported that one-third of employers still had hard-to-fill vacancies. The market has more available people in some areas, but shortages have become concentrated around specific skills, environments and delivery experience.<\/p>\n<h1>Scarcity sits inside the detail<\/h1>\n<p>Technology transformation makes this particularly visible. An organisation may not be short of programme managers in general. It may be short of leaders who have recovered an ERP programme at the same stage, completed a multi-country rollout, reconciled payroll through cutover or worked across IT and operational technology in a regulated business.<\/p>\n<p>Those distinctions are easy to miss when a role is described broadly. A long candidate list can create the impression of choice while hiding the fact that very few people have the evidence that matters. General availability is therefore a poor guide to the difficulty of a specialist hire.<\/p>\n<h1>The cost of treating a specialist problem as a volume search<\/h1>\n<p>When clients respond by widening advertising or asking more suppliers for CVs, the recruitment process becomes busier without becoming more accurate. Hiring managers spend time reviewing near matches. Strong candidates receive inconsistent messages. The brief changes informally as the team tries to explain why apparently suitable people are being rejected.<\/p>\n<p>Delay has its own cost. A vacant delivery role can hold up decisions, leave an SI or consultancy without effective client-side challenge, and push responsibility onto employees who are already committed to their normal jobs. The cost of the vacancy may quickly exceed the difference between the original budget and the rate needed to secure the right person.<\/p>\n<h1>A more useful recruitment response<\/h1>\n<p>The recruiter should map the precise capability before searching. That means defining the outcome, programme phase, technology, scale, dependencies and decisions the person must own. The search can then focus on evidence of comparable delivery rather than an approximate title.<\/p>\n<p>Clients also need an honest view of the available market. If the required combination is exceptionally narrow, the recruiter should explain which requirement is limiting the pool and what could change. Location, working pattern, rate, contract length, speed of interview or an unnecessary preference may be excluding the right people.<\/p>\n<p>A quieter market should create more choice, but only where the brief matches the available capability. Specialist recruitment turns a large and confusing market into a small, credible group of people who can do the work.
