One may have led a complex transformation across several countries and suppliers. The other may have coordinated reporting within a workstream. Both descriptions can be accurate. Neither title tells the client enough to make a hiring decision.

This problem grows as technology and working methods change. The World Economic Forum reports that employers expect 39 per cent of workers’ core skills to change by 2030. Historic titles cannot keep pace with every new platform, responsibility and combination of skills that organisations need.

Transformation requirements are situational

An Oracle Fusion programme does not simply need an Oracle person. Payroll cutover, financial reconciliation, data migration, integrations, time recording and Redwood regression testing demand different experience. The right person for design may not be the right person for recovery or go-live.

The same applies across other markets. A utilities transformation may require experience spanning IT, operational technology, SCADA and cyber security. A retail systems role may depend on store operations, EPOS, warehouse technology or complex international rollout. The title is only the beginning of the brief.

Define the evidence before meeting candidates

A better process begins by identifying what success will require. What must be delivered in the first six months? Which decisions will the person own? What scale, risk and complexity must they have handled before? Which problems are already visible and which stakeholders will judge the result?

These questions give the recruiter an evidence model. Candidates can be assessed against comparable outcomes, responsibilities and conditions. The client can also separate essential experience from preferences that add little to delivery.

Skills based hiring should raise the standard

Skills-based recruitment is sometimes presented as a way to remove degree or tenure requirements. Its greater value is precision. It asks the employer to say what the person must be able to do and how that capability will be demonstrated.

This approach can widen a talent pool without weakening the brief. A candidate from an adjacent sector may have stronger delivery evidence than someone whose title and employer look familiar. Equally, a candidate with the correct keywords should not progress if their experience is too distant from the client’s situation.

The question for clients is no longer whether a CV looks right. It is whether the candidate can explain and evidence work that is close enough to the problem they are being hired to solve. Recruiters who understand that difference will produce shorter and much stronger shortlists.

Sources for this article

World Economic Forum. The Future of Jobs Report 2025

Why Job Titles No Longer Prove Capability Clients need evidence of delivery because identical titles can conceal very different experience A title describes a label rather than the work Two candidates can carry the title Programme Manager and have done fundamentally different jobs.
